France full electric car-sharing service program expands from Paris to Lyon

2011年10月,巴黎实施出租电动车计划,以零污染、低噪音的环保电动车供驾驶人士平价租用,2012年5月时,订户数量原仅有1万5千名;但是到2013年2月,订户数量已达到6万3千个,预计2014年时达到10万1。出租电动车计划在巴黎推广的成功经验,让经营出租电动车的Bolloré公司将其推广到法国人口第三多的城市-里昂,从2013年10开始,130辆Bluely环保电动车,配置51个出租站将在里昂营运,预计至2014年,将增加至250辆电动车与近百个出租站可被使用2

巴黎社会党市长德拉诺埃 (Bertrand Delanoe) 在2007年为了鼓励大众使用脚踏车来减少空气污染与交通壅塞问题,从自行车租用计划Velib (Velos en libre-service pour tous; 简称为Velib) 推行后,把自行车租用的成功经验推广至电动车,让人们将「购买」车与「使用」车的概念分开,透过自助租车服务的100%电动车,以零噪音,零异味、零二氧化碳排放,来减少可以减少巴黎市内私家车的使用,同时也可以减低寻找车位的烦恼。

出租电动车计划的租用费用分为一年、一个月与一星期,巴黎与里昂略有差别,对于新实施的里昂市来说,一年签约金为99欧元 (巴黎为144欧元),约人民币830元,一个月签约金为19,90欧元 (巴黎为15欧元),约人民币167元。

法国出租电动车计划现阶段已从巴黎延伸至里昂,下一步是将它推广到其它大城市如波尔多、马赛。对于广大市民来说,电动车抺去惯见的烟尘与与噪音,除了有环保意义之外,也让市民享受到便利与城市交通创新的新体验。

China’s adaptation challenges

Ploberger, Christian (2013). China’s adaptation challenges : a critical assessment of China’s ability to facilitate a strategic shift towards a low-carbon economy by applying the structure–agency framework. Journal of Contemporary China, 22(84), pp. 1028-1047. DOI:10.1080/10670564.2013.795314

China’s reform/opening process has been exceptionally successful at generating lasting economic growth and in lifting millions of people out of absolute poverty. However, this success came at a significant price. Environmental degeneration represents one critical issue. Other serious topics include an increasing income and development gap between and within provinces, and between rural and urban areas. A proposed shift towards a low-carbon economy seems to provide an answer in addressing this complex environmental–development challenge. However, decisions on a future course of action are not made in a political, economic or social vacuum, instead decisions are made in the context of a particular structural environment, which restricts the options available for actors. Applying a structure–agency approach will help to identify and highlight the existing structural challenges inherent within China’s development strategy.

Holy trees

Walking the streets of Pudong during the summer, Elosua Miguel

Pedestrian hiding from the sunlight before crossing a street in Pudong

With temperatures reaching 40 degrees and a relative humidity of 80%, walking the streets of Shanghai during the summer is an arduous venture. It can be a completely different experience if you are in Puxi or in Pudong, however.

Puxi’s streets are lined with plane trees, especially in the former French Concession (and particularly in the Luwan and Xuhui districts). There are a few different varieties of plane tree, but the one found in Shanghai, is the hybrid platane hispanica, thus named because it was first introduced in Spain around the Sixteen century. In China they are called French Plane trees (faguo wutong – 法国梧桐), for they were first planted along the Avenue Joffre (now Huai Hai lu – 淮海路) in 1902 by the French. Their life span is long, over a thousand years, and they may grow as high as 40 metres.

Plane trees are used for ornamental purposes in urban areas around the world, as they are particularly resistant to pollution and absorb large quantities of carbon dioxide. They are useful in disguising the urban attacks that every city suffers from now and then, but their most obvious asset in Shanghai is the shade they provide in the summer. Their branches are so long that they shade the whole road from one side to the other, forming a protective archway of leaves. Not a single ray of sunlight manages to get through this green barrier. This not only gives this part of the city a distinct character but also encourages people to walk rather than drive or travel by public transport.

Holy Trees, Elosua Miguel

In the modern eastern area of Pudong it is a completely different story. Although hundreds of high-rises have sprung up in the last twenty years, the trees do not rise as quickly as scaffolding. The French plane tree no longer dominates; streets are mostly lined up with the native camphor tree (xiang zhang shu – 香樟树), which, as it happens, grows slower. The result is disappointing: the long wide avenues are almost naked and resemble a barren plain, thus discouraging the most motivated pedestrians from venturing forth. As a result, the car is king of the streets and life moves underground, which is good for retailers, and follows the path towards a consumer society. It will take a few decades before the most apostate of the Taoists feels at ease walking the streets on this side of the city.

Abstract

The objectives of the Anhui Yellow Mountain New Countryside Demonstration Project for China are to: (i) submit Environmental Impact Statement (EIS) for the project to the environmental protection departments of corresponding levels and World Bank (WB) respectively, which should be consistent with their respective regulatory requirements. (ii) assist Project Management Office (PMO) in the preparation of all components required in the environmental assessment process of WB (e.g., consultation with affected persons, information disclosure, etc.); and (iii) conduct due diligence according to the relevant requirements of WB for the project or related activities. Negative impacts include: solid waste, traffic, water pollution, noise pollution, health problems, and poor drainage. Mitigation measures include: (1) disposing domestic garbage of construction work by environmental protection department; (2) planning new construction road for connecting road between local village and remote villages; (3) supervising the dietetic hygiene to avoid poisoning accident; (4) clearing up and renovating land after the completion of construction; (5) providing sewage disposal facilities; (6) carrying out labor protection measures of builders and the builders should wear dust mask; and (7) prohibiting construction work during night to avoid noise pollution.

Dark cities, sustainable cities?

 

Hong Kong's symphony of lights, Goulard Sébastien

Cities are getting brighter, and more attention needs to be focused on this issue. *On July 1st, France introduced a new law banning night illumination for non-residential buildings. This is the first time a country has implemented a policy of this sort; the question is whether such a policy can help cities become more sustainable.

There are several objectives in reducing commercial lighting at night.

The main one is simply to save power. It is not sustainable to consume power the entire night for no purpose. Everyone, including companies, should be concerned by this issue. We cannot advocate for environmental preservation on the one hand, and continue to waste energy on the other hand.

Another objective is to reduce light pollution. Sky glow not only prevents amateur stargazers from looking at stars but has severe consequences on our environment. Light pollution disturbs the behaviour of fauna1, and may also have negative effects on human health.

Darkness may actually make cities greener!

This policy seems very ambitious and may create a sustainable precedent2, but there are other concerns involved.

  • First, we need to know more about the consequences of light reduction on security. Are dark cities more dangerous than illuminated ones? Despite all the diverging theses on the relation between darkness and safety3, we still cannot answer this question.  As this is the first time large metropolises in a developed country have implemented this kind of policy, no comparison can be made.
  • A second point concerns the enforcement of this policy, which applies essentially to non-residential buildings, but with some exceptions. The Eiffel tower will still be illuminated, and other major historical buildings will be exempted. We can assume that there will be other exceptions as well (for example, in tourist areas…). If a company does not respect the law, what will happen? Do the authorities have the necessary (financial and human) means to verify the implementation of the policy? What will be the sanctions applied to companies that disrespect it? A mere €750 fine? That is-not much for the budget of a supermarket occupying an entire building. These questions still need to be clarified.
  • In the absence of clear regulations and enforcement, this policy would only “remain on paper.”   The regulations need to be enforced; there should be more than just an “announcement effect”4.
  • It is also important to forecast the implications of the illumination ban on tourism and entertainment. Paris is known as the “city of lights”. Many visitors enjoy sightseeing from the Seine River and strolling through the lamp lit streets of the old districts by night. Without light, tourists may go out less and this will be detrimental to certain economic activities, for example, restaurants.

 If the policy proves to be successful, similar ones may be extended to other cities and countries, and nighttime will again be dark.

Can this policy be implemented in China?  Like Europe or the USA, China wastes a lot of power on night illumination. But illuminations are also a promotional tool, and in the case of Hong Kong a part of its identity. In the British ex-colony, illuminations have become a great tourist attraction, with the “Symphony of Lights” attracting thousands of visitors every night. As a recent article published in the South China Morning Post pointed out, despite complaints from environmental NGOs, “there is no reason to disappoint them (the visitors)”5. Nevertheless, lighting needs to be used efficiently and more attention should be paid to educating consumers.

 For the moment, there is no perfect solution to this problem. Cities must face the challenge and experiment with a wide range of policies. There has, however, already been a notable change in attitude: brighter cities do not mean better cities anymore.

Performance assessment report – Air quality management of cities in China

《中国城市空气质量管理绩效评估报告》 是由中国人民大学环境学院教授宋国君和马中教授所共同完成的,对中国281个地级及以上城市 (截止到2010年)的空气质量现状与变化趋势 (2005年至2010年) 进行了城市空气质量评估。

评估结果显示,总体上空气质量好的城市占调查总城市数的10.67%,差的城市占75.80%,极差的城市占13.52%。空气质量好的城市包括阳江 (GDP 136名)、黄山 (GDP 159名)、茂名 (GDP 144名) 等,空气质量好的城市中,经济发展水平低的城市所占比例大。而空气质量差的城市中包括辽源、兰州、武汉、乌鲁木齐、北京、南京、西安等。

报告中也向民众针对空气质量提出问卷调查,其中有46.02%表示对于现在的城市空气质量状况不满,但也有71.26%的居民认为空气质量较之前有明显改善。

The recovering Dian Lake

The recovering Dian Lake, Ai Chi-Han

近20年来,随着滇池周围的经济发展和城市规模的扩大,加重了滇池流域生态环境的压力,导致湖泊严重富营养化,内湖水呈暗黄绿色,含有有机、有害、有毒物质,大量氮、磷、重金属及砷沉积于湖底,形成底质很厚、很肥的淤泥;淤泥中有动植物残体、呈黑色,味极臭。滇池平均深度仅剩4米,不及早期深度10米的一半。

为保护滇池,1988年7月1日起颁布实施的昆明市地方性法规《滇池保护条例》以提升滇池的水质,并减少污染,2013年1月1日政府根据《滇池保护条例》进行修正并重新执行,除了规范污水排放之外,还设立滇池保护专项资金来进行生态补偿,目的不但要减轻滇池的污染状况外,还要回复滇池的天然原貌。

在「城镇化中国UrbThe recovering Dian Lake, Ai Chi-Hanachina」第三次年度大会中,与会成员参观了滇池边从事环保高新技术开发的公司,其净化滇池水质的方式,是以构建滇池蓝藻水华屏障,并剔除蓝藻与水体物理化过滤的净化,剔除的蓝藻通过压滤机压滤脱水,获得含水量为75~80%藻饼,此藻饼可进一步形成无害资源化生产生物有机肥料。而经由蓝藻物理提取的水质净化,可实现劣Ⅴ类水净化后能达到地表Ⅳ类水。

然而,虽然透过水质净化后,滇池的污染程度已有明显改善,但以滇池的污染情况与水质净化的速度来说,昆明市的企业及政府单位仍有很漫长的路途要走。

Kunming citizens demonstrate for a clean environment

Rob Schmitz (2013, May 16), “Chinese protesters oppose petrochemical plant in Kunming”,  Marketplace.

Today, hundreds of protesters shut down traffic in the Chinese city of Kunming to dramatize their opposition to a proposed petrochemical plant. It’s the latest in a series of ‘not in my backyard’ or NIMBY protests in recent weeks throughout that country.

So why are we seeing more of these environmental protests now?

Hundreds defied police orders and took to the streets of Yunnan’s provincial capital Kunming yesterday to protest against an oil refinery project.

Ignoring warnings that any gathering would be illegal, they started congregating near the provincial government headquarters at about 10am despite a heavy police presence.

They dispersed only after the city’s mayor talked to them.

At least one demonstrator was briefly detained when he unfolded a banner, witnesses said.

It was the second demonstration in Kunming about the controversial project this month, after more than 1,000 protesters took part in a rally on May 4.

Dian Lake – Recovering a sparkling pearl embedded in a highland

Dianchi-Kunming, Hu Ying
Dian Lake, also known as Kunming Lake, is the largest freshwater lake in Yunnan Province. Dian Lake is located south of Kunming city, 5 kilometers from the city centre. Because of its magnificent scenery, Dian Lake has always been a popular holiday resort. It is an important asset not only for tourism, but is also for econmic activities such as shipping, fishing, irrigation, water provision, etc. In 1988, Dian Lake was awarded a status as one of the National Scenic Areas by the State Council1. However, tourism has not always been a blessing for Dian Lake. Since 1980, as a result of rapid urbanisation in China, water pollution in Dian Lake has been progressively increasing2.

The reasons for the deterioration of the water quality include the following:

  • As Dian Lake has aged, it has evolved to become a semi-enclosed lake, and its rate of flow has slowed down. This has caused a large quantity of pollutants to be deposited at the bottom of the lake.
  • Discharges from domestic and industrial sewage are the second reason. Studies show that domestic sewage has been the main source of pollution in recent years. The urbanized area of Kunming accounts for 5% of the drainage area of Dian Lake, but its output of pollutants amount to more than 50% of the pollution in the lake. The main sources of pollution are the fast growing  population and the increasing number of factories3.
  • The overdevelopment of coastal Dian Lake is the third reason. Tourism and industrial activities, as well as the daily activities of Kunming citizens, have seriously effected the Dian Lake ecosystem.  As a result of the exploitation of land resources, Dian Lake has lost its natural defenses; it therefore cannot fight against pollution from domestic wastewater, and other types of pollution.

In order to preserve the environment of Dian Lake, the Kunming city government enstated the “Dian Lake Protection Act” in 1998. The objective was to improve water quality and reduce pollution. This act was modified and re-enstated in 20134. According to the new terms, the government regulates the sewage discharge and also is responsible for setting up a special fund to administer the ecological compensation. The purpose is not only to reduce water pollution in Dian Lake, but also to restore its original natural appearance.

Water pollution is the accumulated damage to water resources over many decades. Generally, it takes at least 10 to 20 years for environmental management to show significant results. In addition, there is no precedent in history of a lake that is being polluted fully recovering. This means that  the management of lake water pollution is a difficult and complex project requiring a long period of time to be completed; it indicates that Kunming Dian Lake still has a long way to go.

Understanding urban hyperdevelopment in contemporary China

Driven by complex economic and political conditions, the explosive growth of China’s cities has dramatic implications for urban planning, urban form, economic development, the environment, state-society relations, and China’s role in the world. At this conference, invited scholars from the United States and around the world will examine the sources, processes, and consequences of urban development in China.

ACSEE 2013 – Third Asian conference on sustainability, energy and the environment

Sustainability has emerged as the most important global issue for business, industry, government, and academia, and yet to begin with sustainability was associated only with environmental concerns such as energy and global warming. It is now recognized that the concept of sustainability is applicable to all areas of human society, for example in terms of social/economic justice, or responsible business practice. Issues such as poverty, hunger, education, health care, and access to markets should be a part of the evolution of any comprehensive sustainability paradigm. ACSEE 2013 will address these various dimensions of human sustainability. Scholars from around the world are invited to address questions and search for synergies and solutions to the complex issues surrounding sustainability in a forum encouraging exchange between academics, members of the global business community, and practitioners in the fields of human endeavor that link these.

ACSEE 2013 will be held alongside the Fourth Asian Conference on the Social Sciences (ACSEE 2013), and registrants for either conference will be given the opportunity to attend sessions in the parallel event at no extra charge.

12th Asian urbanization conference

 Urban dynamics, environment and health are three major interlinked areas in the fields of urban studies, urban geography, and urban planning, with all three strongly connected to social well-being. The interconnections of various elements of these three areas have great bearing on the life quality of people in space and time. The sequential arrangement of these three themes in this conference is an expression of priority action of the process of change in spatial, environmental and human context along with time.

Papers outside of these themes but pertaining to Asian urbanization and Asian cities may also be submitted.

在上世纪50年代,由于日本经济快速增长,各种产业公害对于大气、水、土壤等产生了非常恶劣地影响。1963年日本政府指定了13个新产业城市和6个工业整备特别地域。由此,“基础产业型”环境污染的发生源集中到了沿海工业地带,成为严重的产业公害发生的区域。水质和土壤的污染的进一步加剧,以硫氧化物为主的大气污染范围扩大,污染程度也日益严重。其中最为显著的是四大公害(九州南部水俣病、四日市市哮喘病、富山痛痛病、新泻第二水俣病)。但是以四大公害的四日市市哮喘病问题不断深刻化社会化为契机,1970年日本政府不得不召开所谓的“公害国会”,全面解决当时已经日益严峻的环境问题,这成为了日本强化公害规制的转折点。从20世纪70年代中期开始,日本终于开始转向重视环境的产业政策。

即便如此,日本为环境公害问题已经付出了昂贵的代价。仅看一下北九州市的数字,从1972年到1991年的20年间投入治理环境公害的费用超过了8000亿日元(约合640亿人民币),其中政府的资金投入约占70%。笔者在几次访谈中,北九州市政府的负责人都表示,如果早在20世纪50年代城镇化、工业化以及产业化初期意识到环境问题的话,之后就不需要投入那么多税金去治理环境。这对日本来说,不能不说是一个非常惨痛的教训。

在针对公害污染的措施取得稳步进展的同时,随着经济的发展和国民生活水平的大幅度上升,日本的城镇化加速发展,20世纪70年代日本进入了汽车时代。这个时期以“城市生活型”污染为核心的环境问题也愈加显著。其发生源除了工厂和企业之外,城市机动车的快速大量普及也成为了大气污染的移动发生源。而主要大气污染物质也从二氧化硫废气变为氮氧化物废气。同时,以城市普通垃圾污染为代表的区域性环境问题也在不断地激化。但是,城市生活型污染与产业型污染相比,其影响不容易显现出来,处于一种慢性持续的污染状态。此外,在产业型污染中可以区分污染者和受害者,但是在城市生活型污染问题中每个人都是污染者,同时也都是受害者。在今天的城镇化过程中,克服这种类型的环境污染迫切需要改变我们每个人的消费模式和生活模式。

笔者认为中国在城镇化过程中,经济增长与环境改善可以并行。但其前提条件是在收入水平提高的同时,实施有效的环境政策。中国收入水平的提高为环境政策的出台和有效实施提供了必要条件,比如:高收入条件下充裕的资本保障了减少污染的投资增加等。从日本的经验和教训中,我们可以看到在中国随着经济快速发展,环境污染也日益严重。但我们可以依据“环境库兹涅茨曲线”来看待这一情况。随着工业化进程,环境所承担的负荷越来越大,但同时,随着收入的增加,人们保护环境的意识越来越强,社会思想也从注重经济发展转为重视环境保护,再加之从发达国家引进先进技术等等,这些因素最终都会使中国城镇化过程中的环境压力变小。严格的环境规制也将进一步引起经济结构向低污染转变。笔者认为,与过去的发达国家所经历的环境痛苦相比,中国是一个非常幸运的国家,将会在城镇化过程中比发达国家环境负荷相对较低,并且在比较快的阶段经历环境问题的高峰。

21世纪的城镇化过程,使得产业和环境问题进一步全球化。今天国际社会已达成了共识,那就是只有“可持续发展”的城镇化才是现在以及未来最基本的形态。面对这样的人类城镇化过程中的共同环境问题,无论发达国家还是发展中国家,都必须齐心协力应对。
