Edited by the Committee for Economic Development of Small and Medium Sized Cities of the China Society of Urban Economy and published by Social Sciences Academic Press (中国城市经济学会中小城市经济发展委员会), the Annual Report on the Development of Small- and Medium-sized Cities in China employs certain criteria – such as a city’s level of being “smart” and being “green”, as well as its level of carbon emission – to evaluate the development of small and medium sized cities in China. Panyu District (Guangzhou), Shunde District (Foshan), Baiyun District (Guangzhou), and Lucheng District (Wenzhou) are deemed as new “green” cities and are ranked among the top 10.
